These governments are aspiring to move these services online to achieve a greater return on investment, create convenience for their citizens, create a transparent government, and improve access to services. Although the primary driver for introducing online e-government services is investing for future economic gains, there are many secondary reasons governments want to move services online to help both themselves and citizens. This study addresses each of the barriers and drivers in planning and deploying infrastructure and technological aspects of providing an online service through a government portal.
